In response to criticism of his appearance, Representative Perci Cendaña of the Akbayan Party list recently clarified that his facial asymmetry is a result of having survived a stroke. "My face is this way because I am a stroke survivor. Tight embrace to my fellow stroke survivors," he wrote in a Facebook post.
Online, Cendaña has come under fire for endorsing Vice President Sara Duterte's impeachment petitions. He has disclosed his medical history in public due to some of these comments that have focused on his appearance.
Additionally, he addressed criticism of his appearance at a press conference from Senator Ronald "Bato" Dela Rosa. Such comments reinforce negative preconceptions and discrimination against people with impairments, Cendaña stressed.
Cendaña's openness about his condition aims to raise awareness about stroke survivors and challenge societal prejudices.
Perci Vilar Cendaña is a Filipino politician and advocate for youth rights, gender equality, and human rights. Born on September 6, 1976, in Cabanatuan City, Nueva Ecija, he earned a Bachelor of Arts in Political Science from the University of the Philippines Diliman. During his time there, he made history as the first openly gay chairperson of the UP Diliman University Student Council from 1997 to 1998.
Under President Benigno Aquino III, Cendaña was the National Youth Commission's Commissioner for Luzon from 2011 to 2016, where she worked on youth development and engagement in politics.
He was sworn in as a representative of the Akbayan Party list in the Philippine House of Representatives in September 2024. His legislative efforts include advocating for the SOGIE Equality Bill and introducing House Bill No. 11044, known as the "Kian Bill," which seeks to ban practices associated with the Philippine drug war.
